The Angel's Trumpet squad, composed of Xander, Kurtis, Cole, and Max, is a police squad with differing views on how the law should be enforced. They are pursuing a new public threat called By the People, For the People, a group of vigilantes and self-indulgent criminals who use violence to get their way with those they think deserve it. This vigilante group is surprisingly more than the police can handle, forcing them to come to terms with relying on their vigilante contacts, who are men of honor and considered criminals in their own right, so peace and order can return to their city.
